I'm not sure on how many out of state hunters would want to come here to hunt...when it's so much better everywhere else?

ya, no dice on cali, requires a non-res hunting license just to apply, and then long odds, plenty of hunters with tons more points, 15+, it's a lose-lose, less something were to change.
even if the hunting license wasn't required, it still would be a "maybe"
plus cali has the largest population of all 50 states I believe?? so that means TONS of resident hunters.
