I believe we are speaking of the same thing. I commented that outfitters could likely steer him in the right direction, which is to the auctions or raffles that you mentioned. My recollection was that there were eight tags available, but that was 10 or more years ago. Due to the higher number of tags (5 tags? or 8 tags?) and that Wyoming is not known for producing the giant rams of some other states, these permits don't tend to go for the astronomical amounts that they do in states like Montana. When I last heard about them, they were in the price range of hunting Alberta and Wyoming sheep hunts typically has better success than in Alberta. That info is 10+ years old, and could be vastly different today but worth looking into. If you want to hunt sheep, it's worth exhausting the various options.
There are 5 each of sheep, moose, bison, and 10 total elk/deer/pronghorn Governors tags, and they are auctioned at live events across the country (for the most part, some are raffled).

The first sheep tag of the year sold for just over $90,000...and, as has been noted, the first moose tag sold for $60,000.

Is this the Tendoy herd eradication programme? If so they would be all killed I would imagine by now as there were only around 30 animals.
Are there any other opportunities in any other state?
Montana has a couple of unlimited units besides the tendoy herd eradication, but the harvest quotas are super low and in the past oftentimes weren't met. You could always throw apps in Idaho and New Mexico as both states have Rocky Mountain bighorns and are 100% random draws(aside from nonresident caps) so throwing an app in every year while saving for Alberta/BC is not a bad idea

nice stone ram. Mine was also northern BC.

If I wasn't so pro gun and anti-tax, I could live in BC no problem. Probably the best mountain terrain I have came across anywhere.

Of all the sheep the stone is the one that I would like to go after someday. But I am getting to the point that I can't hike those mountains like I would need to be able to in order to go after one.

my bighorn stalk had a 5,000 vertical foot climb in it. Sweat was dripping off of the brim of my cap.
