AZ resident - non res application

How exactly does it work in AZ when a resident and a non resident apply together for a hunt???

Resident gets put in the NR pool. My father is a resident & I am a NR we never put in together for elk or deer only Javelina.
If a resident puts in with a NR & all tags available for NR are gone the resident hunter loses out even if there are resident tags left.
Hopefully this makes sense.
