128 General Deer?

I've hunted 128-1 late season deer a few times and know what it's all about but I don't have much experience in the general season. I took my kids over there last fall and one of my girls shot her first mule deer, a small 4 point. The first weekend that we hunted they had that big snow on Thursday and we hunted Sat. and Sunday but we saw very few deer. The next weekend, which was the last weekend of the season, we went back and there were more deer. That's when my youngest daughter shot her buck. Does anyone know if it was just the big snow that brought down some deer or do they normally come down low before the general season hunt is over? I have a nonresident teenage nephew who wants to hunt in WY this fall and I'm thinking about taking him and my daughter there this fall but if that area needs a bunch of early snow to make the hunt good I'll look at somewhere else.

I'm also thinking about a little deer hunt near Laramie since my oldest girl will be starting school down there next fall. Unfortunately it is the only part of the state that I have never hunted (for any type of animal) and I'm completely unfamiliar with the area. Any help is appreciated. We're not looking for trophy bucks, just average 4 points. I don't mind paying for an affordable trespass fee to avoid the crowds.

The deer in this area are typically pushed down by the snow from the higher elevations towards the valleys, thus making the late season tag so highly coveted. Some years you'll get some heavy snow early to kick start this migration, some years you won't. Hunting sucess on any big game in this area is usually dependent on the fall weather patterns.
