A couple of the big changes are loosing points if you purchase a tag that was only available in the draw OTC and surrendering a tag before the season starts.
That and a new 5 year waiting period on deer instead of the 2 years. However if you are in the waiting period of 2 years now you stay in the 2 year period, it only affects draws starting in 2020
