I believe point holders would stop applying for second choice tags in the scenario so the only draw odds affected would be the low to zero point areas that people are listing as second choice. Nobody is listing high point areas as a second choice because there is zero chance of drawing them.I wonder how much it would affect draw odds if Wyoming looked at your draw choices in order instead of putting your application on the bottom of the stack if you didn't draw your first choice? I assume it would decrease draw odds for some areas (Red Desert).
I know that's how New Mexico and Colorado do it. Of course CO has points and NM does not.

When was it shot down? I checked the bill today (current as of yesterday?) and it has been stuck in the travel committee since the 11th.It was proposed, but has already been shot down thankfully. But there is a specific group from mainly the eastern side of the state, that will continue to try and push this every year, but it was a pretty overwhelming, No, from wyoming residents and hopefully stays that way.

It never went to a vote. It got shot down before making to the table basically. Nobody would second the bill to advance it to talk from what i understand.
