Just watched a hunting show and they are using bait to hunt blacktail didn't think that was legal, did something change?

No change; it's always been legal, but there's the obvious ethical aspect for many people. Many have extrapolated that into a belief that it's illegal.

Like many, I'm strongly opposed, right up until it works for me.
