    Nonresident deer hunting opportunities will now be the fifth draw in order to favor resident deer hunters and increase resident opportunity.

    Now I know exactly where I stand with your state as a non-resident hunter who has been saving points there for three years.... Christmas Came Early in the form of another slap in the face.. loooooooool

    I just read the proposal.. it looks like the 5th draw only applies to leftover tags? NRs can still apply for a tag (not multiple) in the 1st draw.

    I could be reading it all wrong, but the way I see it draw odds ought to improve, as most NRs are probably throwing in for multiple tags right now and will have to choose.

    just my two cents , no more no less, I figure any nonresident hunter who is unhappy with the regs my state puts out is most welcome to go elsewhere.

    I suspect most in south Dakota feel the same way.
